A police chief has hired you to examine the perception of police officers in a particular jurisdiction. Specifically, the chief is concerned that the morale among his police officers is poor. However, he needs to collect the information necessary in order to show city-council officials that this is indeed a problem that needs to be addressed with more resources, additional personnel, and better equipment.

The chief has asked that you complete the following:

Draft a research hypothesis about the relationship between resources, personnel, or equipment, and officer morale.
Describe the process of conceptualization and operationalization, giving examples for both.
State the primary concept of the study (for example, job satisfaction); and provide operational and conceptual definitions of this concept.
Create a survey instrument designed to measure the study concepts, and provide the information needed to evaluate the research hypothesis.
